Conclusion

Abstract

This chapter summarises three general drivers of China’s economic participation in North Korea. First, the access to the resources not available in China, or available in limited quantities, which include cheap and skilled labour from North Korea in the cross-border labour cooperation, the geographical location of Rason Harbor for access to the Japan Sea from Jilin province, and the less developed fishery resources in North Korea. Second, favourable natural conditions, that is, suitable conditions for coal mining and the clean natural environment in the offshore areas. Third, the fewer requirements from government regulation in North Korea than in China. Therefore, Chinese economic activities in North Korea enjoy a relatively relaxed condition of regulation and policy priorities.
