[The central Representative Assembly of the Indies. Constituted in 1918, initially as a purely advisory body to the colonial government, it comprised a racially mixed membership (including a European chairman appointed by the Crown), which was partly appointed by the Governor-General, and partly elected by regional and local councils. It was given a greater say in the legislative process after the constitutional changes of 1925, but never became a fully-fledged legislature. — Ed.]
