Abstract
At a NATO Advanced Research Workshop (ARW) on Regional Organizations in the Context of Global Warming held in Paris in November 1992 [3], I prepared a short discussion paper on the regionalization of climate-related environmental issues. The reasons I wanted to talk about regionalization stemmed from a combination of factors: (a) my concern (along with that of a growing number of people) about the overfocus at that time on global climate change and the generation of numerous speculative scenarios for regional impacts of climate change, and (b) a book produced years ago by Joseph Nye, called Peace in Parts [9]. The idea at the time was to generate discussion about the possible utility for policymaking of the notion of the regionalization of environmental problems and responses to them.
