Abstract
Effectiveness evaluation of the command & control system (C2, central to C4ISR) directly influences the success of system building and development. Critical to the evaluation is the selection of a proper measurements system, which can also provide data support for the optimization of DA’s C2 system. Based on the idea of system model decomposition and the principle of hierarchical modeling to deal with the characteristics of DA-C2, this paper built a measurements system for evaluating DA-C2’s effectiveness on each tier’s measurements structure, definition and evaluation approaches. It also analyzes and compares the various approaches for acquiring the evaluation measurements.
