Abstract

A student assistance policy based on Two Exemptions and One Subsidy (TEOS) has taken shape in China’s compulsory education. The TEOS policy refers to exempting low-income students from tuition and miscellaneous fees, supplies them with free textbooks, and provides living subsidies for boarding students from low-income families. In this chapter, we analyze the student assistance policy in compulsory education—its development, status quo, problems, and countermeasures. Special attention will be given to the policy core of student assistance, Two Exemptions and One Subsidy.
