Zusammenfassung
Der Europarat wurde 1949 von zehn westeuropäischen Staaten gegründet, um durch zwischenstaatliche Zusammenarbeit europäische Einheit zu schaffen. Die Innovation des Europarats als neuer internationaler Organisation lag im Zusammenspiel der Parlamentarischen Versammlung und des Ministerkomitees der 46 Mitgliedstaaten. Die Einrichtung des Europäischen Gerichtshofs für Menschenrechte (1959) gilt als „Errungenschaft der Zivilisation“. Die vom Europarat verabschiedeten Übereinkommen und Instrumente zeigen sein Potenzial als Laboratorium gesellschaftlicher Modernisierung und Pluralisierung in Europa. Seit 1990 fördert er die politische, rechtliche und kulturelle Zusammenarbeit, Demokratisierung und Rechtsstaatlichkeit in ganz Europa.
