Zusammenfassung

Feuerwehren, Rettungsdienste und Organisationen der technischen Hilfeleistung werden als Rettungsorganisationen bzw. als Organisationen der Notfallrettung beschrieben. Als (relativ) autonome Sozialsysteme sind sie darauf spezialisiert, Personen und Dinge aus Notsituationen zu befreien. Um mit allen erwartbaren und nicht-erwartbaren Notfällen umgehen zu können, bilden Rettungsorganisationen ein besonderes Verhältnis zwischen Rigidität und Flexibilität ihrer Strukturen aus. Sie weisen erstens eine Unterspezifizierung von Zwecken und Wenn-Dann-Regeln auf. Komplementär dazu zeichnen sie sich zweitens durch eine ausgeprägte Spezifizierung und Differenzierung von vertikalen und horizontalen Kommunikationswegen und durchgehend hochqualifiziertes Personal aus. Diese Strukturen werden drittens begleitet von einer Kultur der kollektiven Achtsamkeit. Als Folge dieser besonderen Strukturen und Organisationskultur wird Rettungsorganisationen viertens häufig ein hohes Maß an autonomer Bewertung zugestanden.
