Zusammenfassung

Supranationale Organisationen bezeichnen einen besonderen Typ von internationalen Regierungsorganisationen, der supra- also überstaatliche Entscheidungskompetenzen aufweist, die durch die Delegation von Entscheidungsbefugnissen an unabhängige Organe oder durch Mehrheitsentscheidungen ihrer Mitgliedstaaten vollzogen werden. In diesem Beitrag wird für jede der beiden Varianten eine supranationale Organisation näher vorgestellt. Zuerst wird die Europäische Union (EU) behandelt, die über unabhängige Organe verfügt. Sie ist die Organisation mit den weltweit umfassendsten supranationalen Befugnissen, die sich in verschiedenen Institutionen der EU spiegeln und sich auf unterschiedliche Politikfelder erstrecken. Daraufhin steht der Internationale Währungsfonds (IWF) im Mittelpunkt, der vor allem durch die Vergabe von Krediten unter bestimmten Auflagen, Einfluss auf die Politik von kreditnehmenden Staaten nehmen kann. Dazu wird in beiden Fällen zunächst die Entstehung der Organisationen skizziert; daraufhin werden der Aufbau, die Struktur und die Funktion der Organisationen erläutert und schließlich vermessen, inwiefern die Organisationen über supranationale Kompetenzen verfügen. Im Anschluss daran erfolgt eine theoretische Reflexion anhand von zwei Theorien, um zu zeigen, dass und wie sich beide Organisationen analysieren lassen und welche unterschiedlichen Erklärungen durch die theoretischen Ansätze geliefert werden. Abschließend werden beide Organisationen im Fazit miteinander verglichen.

    Dieses Argument wurde insbesondere von der LEAVE-Kampagne im Zuge des Brexit-Referendums bemüht. Unter dem Stichwort „taking back control from Brussels“ wurde hier argumentiert, dass das Vereinigte Königreich nicht souverän entscheiden könne, sondern von Brüssel fremdgesteuert werde. Dinan (2014b) spricht daher von einer gestörten Beziehung des Vereinigten Königreichs mit der EU.

    So hat beispielsweise der Europäische Rat im April 2020 die Kommission aufgefordert, einen Vorschlag für einen Corona-Wiederaufbaufonds zu erarbeiten. Die Europäische Kommission hat daraufhin im Mai 2020 einen Vorschlag vorgelegt, um den EU-Haushalt um 750 Mrd. EUR aufzustocken, mit dem die Mitgliedstaaten beim Aufbau unterstützt, die Wirtschaft und private Investitionen gefördert und Lehren aus der Krise gezogen werden sollen.

    Neben Weltbank und IWF war ursprünglich die Gründung einer internationalen Handelsorganisation (International Trade Organization, ITO) beabsichtigt, die allerdings am Widerstand im US-Kongress scheiterte, obwohl die US-Regierung eine treibende Kraft zur Gründung dieser internationalen Organisation war. 1950 kündigte die US-Regierung an, dem Kongress die Charta zur Gründung der ITO nicht zur Ratifizierung vorlegen zu wollen. Damit war die ITO gescheitert, bevor sie gegründet wurde. Lediglich das Allgemeine Zoll- und Handelsabkommen (General Agreement on Tariffs and Trade, GATT), das ein Teil der ITO sein sollte und bereits 1948 in Kraft trat, bildete bis zur Gründung der Welthandelsorganisation (World Trade Organization, WTO) 1994 die rechtliche Grundlage für den zwischenstaatlichen Handel.

    Sonderziehungsrecht bezeichnet ein Reservemedium, es ist aber keine Währung. Der Wechselkurs de Sonderziehungsrechte richtet sich nach einem Währungskorb bestehend aus 0,58 US$ (41,73 %), 0,39 EUR (30,93 %), 11,9 Yen (8,33 %), 0,08 Pfund Sterling (8,09 %) und 1,02 Yuan (10,92 %).

    Wenn nachfolgend von „großen“ und „kleinen“ Mitgliedern des IWF die Rede ist, bezieht sich dies auf die Quote bzw. den Quotenanteil, der wiederum die Grundlage für die Verteilung der Stimmen bildet.

    Die G20 bestehen aus 19 Ländern und der EU. Sie bezeichnen sich selbst als Gruppe der wichtigsten Industrie- und Schwellenländer. Zu den G20 gehören folgende Länder: Argentinien, Australien, Brasilien, China, Deutschland, Frankreich, Großbritannien, Indien, Indonesien, Italien, Japan, Kanada, Mexiko, Russland, Saudi-Arabien, Südafrika, Südkorea, Türkei und die USA.

    Die Gründung des IWF 1944 setzt zwar noch während des Zweiten Weltkriegs ein, sie ist aber begleitet von der Idee, künftige Währungskrisen zu verhindern, die im Falle Deutschlands zum Erstarken des Nationalsozialismus geführt haben.
