Zusammenfassung
Dieser Beitrag erläutert und diskutiert das Werk The Rise and Decline of Nations von Mancur L. Olson aus einer ideengeschichtlichen Perspektive. Nach Olson kommt es in stabilen Demokratien zu einem Erstarken partikularistischer Interessengruppen, die Verteilungskoalitionen bilden, um wirtschaftliche Ressourcen zu ihren Gunsten umzuverteilen. Der erstarkende Einfluss dieser Sonderinteressen lässt wiederum langfristig die ökonomische Effizienz und Rate technischer Innovation einer Nation sinken. Freihandel kann etablierte Verteilungskoalitionen brechen, da neue Marktteilnehmer hinzukommen können. Zur Erklärung des Erstarken partikularistischer Interessengruppen greift Olsons auf seine Theorie des kollektiven Handelns zurück, wonach kleinere Gruppen im politischen Entscheidungsprozess überrepräsentiert seien, da sie im Gegensatz zu größeren Gruppen mit weniger Trittbrettfahrern konfrontiert seien und sich deshalb besser organisieren könnten.
