Zusammenfassung
Zeiten großer gesellschaftlicher Umbrüche in Richtung ethischen Fortschritts – etwa bei der Abschaffung des Sklavenhandels, der Apartheid oder der Einführung des Umweltschutzes – sind geprägt von einer Diskrepanz zwischen ethischer Deutung und rechtlicher Würdigung ein- und desselben Sachverhalts. Diese Phasen werden begleitet von gesellschaftlichen Auseinandersetzungen und Konflikten, die im Idealfall und in einer Demokratie friedlich ausgetragen werden. Ein solcher Umbruch vollzieht sich zurzeit in Bezug auf den Stellenwert von Steuern, Steuergerechtigkeit und Finanztransparenz. Im Ergebnis werden Steuern anstatt als ausschließlicher Kostenfaktor, den es zu minimieren gilt, zunehmend als Dividende an die Gesellschaft begriffen, deren Zahlungen und Umfang nicht in Bilanzen geschönt oder versteckt, sondern offensiv als essenzieller Bestandteil und Aushängeschild unternehmerischer Verantwortung eines ehrbaren Kaufmanns verstanden und entsprechend detailliert und länderspezifisch veröffentlicht werden. Diese und ähnliche Daten werden am Ende auch dazu dienen, internationale und nationale Reformen durchzusetzen, welche die Kohärenz zwischen fiskalischen, entwicklungs- und außenpolitischen Zielen vorausschauend stärken. Der Weg führt in Richtung unternehmerischer (und staatlicher) sozialer Verantwortung 4.0.

Für Deutschland kommt Stefan Bach vom DIW für das Jahr 2007 zu einer Vermögenskonzentration beim obersten Prozent von 35,8 % des Gesamtvermögens (Bach et al. 2011, S. 11). Diese Schätzungen der Vermögenskonzentration bei dem obersten Prozent müssen jedoch spätestens seit der jüngsten Forschung über „offshore“ in Steueroasen angelegtes Vermögen als viel zu niedrig gelten. Außerdem haben Entwicklungsländer in aller Regel eine deutlich ungleichere Vermögensverteilung als Deutschland oder USA. Deshalb sind 50 % des Vermögens in Händen des obersten Prozent plausibel, insbesondere wenn die Rede allein von (mobilem) Finanzvermögen und -einkommen ist.
