Zusammenfassung
Die Mitgliedstaaten stehen im Zentrum europäischer Politik. Sie haben den europäischen Staatenverbund konstituiert, kontrollieren die Weiterentwicklung seiner vertraglichen Grundlagen und besitzen einen überragenden Einfluss auf die alltägliche Politikgestaltung und – stärker noch – auf die in den vergangenen Jahren zu leistende Krisenbewältigung. Der Beitrag gibt einen kurzen Überblick über die theoretische Debatte zu Mitgliedstaaten-EU-Beziehungen, erörtert die Wechselwirkungen zwischen der Gestaltung der mitgliedstaatlichen Europapolitik einerseits und ihren Auswirkungen auf europäischer Ebene andererseits und analysiert die Rolle von Mitgliedstaaten, ihre Gruppenbildungs- und Koalitionsmuster auf EU-Ebene. Dabei wird deutlich, dass die engere Kopplung zwischen der mitgliedstaatlichen und der EU-Politikarena unter den Bedingungen wachsender Präferenzheterogenität und innerstaatlicher Politisierung mitgliedstaatlicher Europapolitik das Integrationstempo und die eingeschlagenen Integrationspfade massiv beeinflusst. Europäische Politik wird blockadeanfälliger und Integrationsvertiefung im Kreise aller Mitgliedstaaten voraussetzungsvoller. Differenzierte Integration in Teilgruppen gewinnt damit an Bedeutung.
