Regionalisierung globaler Normen: ‚Human Security‘ Ansätze von EU und AU

Zusammenfassung

Der folgende Beitrag beleuchtet das Zusammenspiel zwischen Institutionen und Normen des globalen Regierens und regionalen Sicherheitsorganisationen. Er fragt, unter welchen Bedingungen regionale Sicherheitsorganisationen eher als Bausteine globalen Regierens wirken und wann sie als Barrieren normative Einflüsse der globalen Ebene abwehren? Während etablierte Ansätze diese Frage mit Verweis auf die Übereinstimmung zwischen entstehenden globalen und tradierten regionalen Normen beantworten, arbeitet dieser Beitrag die Bedeutung von regionalen Mitsprachemöglichkeiten bei der Formulierung und Umsetzung globaler Normen heraus. Er illustriert diesen Zusammenhang am Beispiel der europäischen und afrikanischen Reaktionen auf die Internationale Schutzverantwortung (R2P).

    Den Berichten des Generalsekretärs zufolge umfasst die R2P drei Säulen: die Pflicht jedes Staates, seine Bürger vor schwersten Menschenrechtsverletzungen zu schützen, die Pflicht der Staatengemeinschaft, ihre Mitgliedern dabei zu unterstützen und schließlich die Pflicht der Staatengemeinschaft, gemeinschaftlich auf schwerste Menschenrechtsverletzungen zu reagieren, wenn ein Staat seiner Schutzverantwortung nicht nachkommen kann. Selbst der Bericht zur dritten Säule, den der Generalsekretär unter den Titel „Timely and Decisive Response“ stellte, spielt die militärische Reaktion herunter. Er erwähnt in dem 17 Paragrafen langen Abschnitt über „Tools Available for Implementation“ nur in einem die nach Kap. VII der VN-Charta einsetzbaren militärischen Instrumente, vgl. A/66/876, 25. Juli 2012.
