Vergleichende Methoden in der Transformationsforschung: Politische Kultur

Zusammenfassung

Transformationen politischer Systeme beinhalten immer auch die Frage nach der Vereinbarkeit bestehender politisch-kultureller Hintergründe mit neuen politischen Strukturen und Ordnungsformen. Politische Kultur (P.K.) hat von ihrem Wesen her etwas Beharrendes, sich nur langsam Veränderndes, ist aber oft mit abrupten Systemwechseln z. B. aufgrund von Revolutionen, Systemzusammenbrüchen, äußeren Einwirkungen konfrontiert. Insbesondere rasche Wechsel hin zu einer stärkeren Demokratisierung, die zunehmende politische Partizipation größerer Bevölkerungskreise ermöglicht, stehen vor diesem Problem. Dies galt in Deutschland zum Beispiel für die Zeit nach den beiden Weltkriegen, aber auch für den Systemwechsel in Ostdeutschland, wo jeweils noch stark obrigkeitsstaatliche und autoritäre Einstellungen und Verhaltensweisen großer Teile der Bevölkerung sich neuen demokratischen Strukturen gegenübersahen.
