Zusammenfassung

Im Frühabsolutismus gab es keine Regierung, auch wenn schon gelegentlich vom Kabinett die Rede war. Regierungen als solidarische Kollegien entstanden schon in vorparlamentarischer Zeit. Je stärker ein Monarch seine Selbstherrschaft betonte, um so lockerer war die Struktur des Ministeriums.
