Zusammenfassung

Wenn Begrifflichkeiten und Grundannahmen politologischer Sicherheitskonzepte neu definiert werden, scheint sich in der Regel ein „Wandel“ oder „Umdenken“ von sicherheitspolitischen Fragestellungen eingestellt zu haben. So können sich übergeordnete Bedrohungskonstellationen auflösen, bisher unbekannte oder irrelevante sicherheitspolitische Akteure an Gewicht gewinnen oder maßgebliche Umweltbedingungen entscheidend verändern. Sicherheitsforscher müssen daher „neue“ Fragen stellen, wenn ebensolche politische Veränderungen eintreten: Wer oder was ersetzt die beiden Pole, die die USA und Sowjetunion während des Kalten Krieges bildeten? Was bedeutet das Phänomen des internationalen Terrorismus für sicherheitspolitische Erwägungen? Steht der Klimawandel im Zusammenhang mit sicherheitspolitischen Herausforderungen?

Wenn also ein neues Konzept oder eine neue Definition internationaler Sicherheit nachzuvollziehen ist, muss der Forscher die Veränderungen der sicherheitspolitischen Praxis und deren akademische Reflexion zur Kenntnis nehmen.
