Abstract

All measures taken to build systems must be based on goals, which have to be carefully elaborated. This means that specific rules must be outlined and agreed for each system. The goals have to be transformed into targets upon which the systems’ realisation is based. After constructing the system they are the baseline for the efficiency control of the systems.
