Who is Really to Blame? — Designer or Staff?

Abstract

Five years have past since the accident and many experts are still thwarted in their attempts to get objective information on what occurred at the Chernobyl Nuclear Power Station, especially, on the night of the accident and on the following day. More than half a decade later and they still lack details that would enable them to make an accurate assessment of the causative circumstances, technology, and organization. Much has been written since the accident.1 Nevertheless, most people have not yet looked beyond the official explanation (to the IAEA) that “the main cause of the accident was a freak combination of infringements of rules and working practices on the part of the reactor staff”.

“You must understand that the reactor does have some flaws. It was designed many years ago by Academician Doldezhal, who had only the technology of that time available to him. Now these flaws have been compensated for.

“The problem isn’t the design. If you’re driving a car and turn the wheel in the wrong direction and have an accident, do you say that the engine is at fault? Or its designer? No. Everyone will say that it was the fault of the driver…”
