Abstract

Natural variability of fish stocks is only one of many possible sources of uncertainty in fishery management, and in given circumstances, it may not even be the most consequential. Failure to recognize and accommodate these other sources, including intellectual, political, legal, and administrative ones, poses grave threats to effective resource use.
