Abstract
for the exploitation of all living natural resources, management involves a large element of uncertainty. As an initial simplification, the uncertainty can be attributed to a) variability in the external forces acting on the set of resources, and b) the internal complexity of the system in its response to external variations. Both aspects have one feature in common. The external variability and the internal interactions occur across a very wide range of space and time scales — from questions of initiation of larval feeding (hours/meters) to the appearance and disappearance of regional breeding stocks (102 years/103 kms).
