Zusammenfassung

Nach den Anschlägen vom 9/11 versuchte die westliche Staatengemeinschaft Terrorismus auch über die Austrocknung seiner Finanzquellen einzudämmen. Ausgehend von der Debatte um die „Versicherheitlichung“ von Finanztransaktionen, erläutert der nachfolgende Artikel die Genese des entstandenen Regimes zur Bekämpfung von Terrorismusfinanzierung. Hierbei zeigt sich, dass die Effektivität desselben relativ gering bewertet werden muss. Zwar wurde ein immer ausgefeilteres Instrumentarium zur Aufdeckung von Finanzströmen entwickelt, aber dieses kann weder präventiv Terror verhindern noch hat es zu großen Fahndungserfolgen geführt. Vielmehr kam es zu verschiedenen nicht-intendierten Folgen, welche insbesondere im Bereich des Menschenrechtsschutzes als problematisch angesehen werden müssen.
