Die Außenwirtschaftspolitik der Europäischen Union. Ein Vergleich mit den USA

Zusammenfassung

Die Europäische Union hat sich in den letzten Jahrzehnten zu einer ökonomischen Macht entwickelt, die den USA ähnlich ist, militärisch hingegen als ein Zwerg gilt. Diese unterschiedliche Entwicklung in den Sachbereichen Wohlfahrt und Sicherheit hat bereits mit dem Zivilmachtskonzept von Duchêne (1973), wiederbelebt durch einen Beitrag von Manners (2002) die Frage aufgeworfen, inwieweit nicht nur das politische Institutionengefüge mit dessen innenpolitischen Entscheidungsprozessen als einzigartig zu bewerten ist, sondern es sich auch in der Außenpolitik bei dem Staatenverbund um einen Akteur sui generis handelt, der sich von Staaten wie den USA abgrenzt.
