Definition
On July 22, 2014, President Barack Obama signed The Workforce Innovation Opportunity Act (H.R. 803) into law. This reauthorized the Workforce Innovation Act of 1998 for an additional 6 years from 2015–2020. “WIOA opens the door to states’ greater use of sector partnerships and career pathway models and includes higher levels of accountability and outcome data reporting” (National Skills Coalition 2016). This is the most significant piece of legislation for people with disabilities since the passage of the Americans with Disabilities Act of 1990. A central focus of this piece of legislation is upon transition aged youth. It has reallocated 15% of State Offices of Vocational Rehabilitative Services funding to be spent on this age group. The goal of this legislation is to obtain competitive integrated employment for job seekers.
