Abstract
Chapter 4 focuses on planning theory and planning paradigms in relation to transport infrastructure. Here, the ability of planners in the public sector to access information, also discussed as knowledge, is contrasted to a decentralized view where knowledge is an outcome of a learning process more than an input. How planning or spontaneous market interaction relates to coordination, and thus, resource allocation is also a theme as well as planning on different spatial levels in the economy. An application to current trends in planning of transport infrastructure in the USA and EU ends the chapter. It is argued that more of spontaneous ordering and planning models in the sector could increase efficiency. When studying the EU and the USA, it is reflected that the two seem to be choosing different developments paths for the moment; centralization and decentralization which could be seen as an answer to the historical developments in the two.
