Abstract
Capitalist profit from social disorder through political decision-making to invest less in public welfare programs and ambitious legislation to accelerate incarceration rates. Prison expansion occurred when the data did not demonstrate a demand for additional prison beds. Policymakers passed legislation that posed harsher penalties for crimes ubiquitous to the poor. It is no surprise that poorer people are concentrated in U.S. prisons. Also, not surprisingly, more of the rural poor are occupying the prisons.
