Abstract

Balancing people’s values for landscape and for other good things may be attempted through political processes. It is problematic to devise voting systems that give due regard to the different outputs resulting from land use decisions, and the intensity of citizens’ desire for them. Various fora for discussion may not engage a representative sample of affected parties, nor provide incentives for those who are engaged to present their viewpoints accurately, nor allow easy trading-off of issues.
