Abstract
Achieving a desirable quality of landscape depends on several institutions of action. In the public sector, implementation depends on staff attitudes to landscape economics. In the private sector, negotiation, persuasion, and particularly financial incentives encourage provision of positive landscape externalities. Finance should generally be linked directly to beneficial aesthetic output, rather than just to encouragement of economic activity. The third sector may need not just financial resources, but encouragement, including to taking landscape economics seriously.
