Abstract
Discusses British attitudes to the CCMS. Unusually, for a NATO process, Britain took a negative stance towards the CCMS. The chapter argues that this was attributable to many reasons, mostly the fact that Whitehall had not yet effected its administrative restructuring which would enable it to deal with the growing demands of scientific and environmental international cooperation. A major step was the creation of the Department of the Environment in 1970. In the next 2 years, the British and the Americans skillfully sought a convergence of their views regarding these issues, and by 1972, Whitehall was satisfied that the CCMS would not be as threatening to British interests as originally feared.
