Definition
Intergovernmental relations (IGRs) are conventionally defined as important interactions between intergovernmental units of all types and levels. Intergovernmental relations are also defined as an interacting network of institutions at national, provincial, and local levels, created and refined to enable the various parts of government to cohere in a manner more or less appropriate to the institutional arrangements.
It is an evolving system of institutional cooperation that seeks to address the relations of equality and interdependence as defined by the Constitution.
Introduction
Deil S. Wright (1974), one of the most famous scholars of the IGR, first of all attempted to define the IGR and identified some of their fundamental features. Indeed, it is to him and William Andersen that the first studies for intergovernmental relations are due.
