Definition

Government support of small and medium-size enterprises involves state policies to create supportive and enabling environment and facilitate access to resources, capital, markets, and know-how to small and medium-size enterprises.

The transition of Russia from state to market economy, which began in 1991, was rough and painful. Although state policies encouraged business development, the population was not ready to take risks in an unpredictable and volatile economic environment.
