Abstract
Towards the end of each year, McAlpine submitted a Progress Report to the Advisory Committee describing experiments and tests conducted, and the conclusions drawn. Following discussion of the annual reports with McAlpine, the committee then furnished its own report to the Prime Minister’s Office and each State Premier. As the investigation progressed, the Advisory Committee began to make suggestions on changes or improvements that might be made to some field trials, and in some case strongly urged McAlpine to adopt them. Although its terms of reference gave the Advisory Committee no authority to direct McAlpine, he accepted some as suggestions while objecting to some and ignoring others, even when they were re-emphasised in a following report.
