Advancing State Regulation of Information and Communication: A Framework for Managing the Complex Socioeconomic System in Ukraine

Abstract

This chapter centers on Ukraine’s post-war reconstruction and the need to adopt self-regulation and innovative approaches to foster socioeconomic development. To effectively investigate the challenges posed by externalities, it is essential to consider available opportunities at both macro and micro levels. In an attempt to manage socioeconomic systems at the regional level, modern technologies need to prioritize the intellectual potential of the workforce as a critical resource for social development. The research employs case research and a systematic approach utilizing entropy and relative entropy characteristics to quantify interpretative findings of heterogeneity in terms of development. It also enables the formulation of contemporary strategies based on advanced statistical observations to manage complex socioeconomic systems in an effective manner. The statistical analysis examines the significance of entropy characteristics in designing algorithms to reduce differentiation among Ukraine’s territorial regions. Additionally, recognizing that all self-organized systems, including regional ones, operate on the principles of synergy, innovative ideas are proposed in managing these intricate systems. The chapter furthers the concept of enhancing the efficiency of modern technologies in managing complex socioeconomic systems by using several concerted efforts, including consolidation of production and intellectual resources, increasing transparency and efficiency in utilizing budget funds, and bolstering oversight over targeted budget allocations. Adopting such measures will pave the way for more robust state regulation of information and communication and, ultimately, contribute to the advancement of Ukraine’s socioeconomic development at the regional level when the country’s reconstruction phase begins.
