Abstract
This chapter discusses the special significance of localized aid during the COVID-19 pandemic, and demonstrates the feasibility and effectiveness of the localization of aid and community governance through decentralized NGOs by examining the example of the actions taken by Nanjing University (the UNESCO Chair on Peace Studies), Nanjing, China, and the International Cities of Peace in assisting Africa’s Cities of Peace in the fight against the COVID-19 pandemic.
