The Drift of Trump’s America in the Liberal World Order: From Reluctant Rule-Maker to Revisionist Power

Abstract

In this chapter I argue Donald Trump’s international conduct has systematically (1) discredited international institutions, (2) cast shades on America’s relationships with its traditional allies, and (3) exacerbated the tension with rivals, with potentially disruptive and enduring repercussions on the international system and the Liberal World Order. Starting from the great financial crisis of 2007–2008 originated in the United States, I proceed by analyzing Trump’s political platform and his supporters’ underlying concerns, epitomized by the slogan ‘Make America Great Again’. In fact, a number of measures questioning and jeopardizing the LWO, and its key institutions, or historical partnership and alliances, have all been based on the narrative that the interests of American citizens had been undermined by the excessive acquiescence of former US administrations. If in the frame of the LWO, Trump’s action can be synthesized with a cynical ‘no partners, just rivals’, to understand Trump’s dangerous, opportunistic, and chaotic foreign policy, I take into account some key dossiers, in particular, North Korea and Iran, but also the relationships established with Saudi Arabia, Israel, and Russia.
