Abstract
Purpose: This chapter aims at studying the digital society as the basic institution of the digital economy of the 21st century and determining the current state, perspectives of formation, and development of this institution in developed, developing, and underdeveloped countries.
Design/methodology/approach: In order to determine the level of development of the digital society, we calculate direct average for each distinguished category of countries. Regression analysis is used for finding the dependence of population’s digital skills on the selected factors. Simplex method is used for optimization aimed at determining the target ratio of factors for formation of the digital society in underdeveloped countries and for bringing the digital society in developing countries to the level of its development in developed countries for the purpose of overcoming the gap between them and forming a well-balanced global digital economy.
Findings: A conceptual model of the digital society as the basic institution of the digital economy of the 21st century is developed; it reflects the core of the institution, which is population’s digital skills, and shows the manifestation of this institution’s functioning – active individual and professional use of digital technologies, digital social activity: developed digital civil society, digital economic activity: active Internet purchases, as well as openness and globalization (including migration) based on digital technologies – and its factors – foreign competition, state financing of education, social justice in higher education, accessibility of higher education, and quality of higher education. According to the developed conceptual model, the criterion of formation of the digital society is population’s digital skills.
Originality/value: Evaluation of the current level of the digital society’s development shows that it is most progressive in developed countries. The practical recommendations for managing the selected factors are offered – they allow overcoming the gap between the developed and developing countries and forming an institution of the digital society in underdeveloped countries.
