Paradigm Change in Water Resources Development in Italy

Abstract

The analysis of water resources development of Italy requires to describe the evolution of the infrastructures and services that provide water resources utilization, water quality protection and soil defense, within the legislative and institutional framework. This evolution can be expressed by the succession of three paradigms: (i) water resources exploitation to meet human needs and to achieve economic growth, (ii) focus on water quality protection and on water-related disaster mitigation and (iii) comprehensive approach towards an integrated, sustainable and equitable water management. For each phase of development, some examples of water works, water services and government organizations can prove how the paradigms have changed due to the improvement of the general cultural and social principles and to the evolution of water legislation at national and European level. An assessment of specific features of the Italian way of facing the challenges of water-related governance is presented.
