Abstract
The link between what parties promise during campaigns and what governments deliver afterwards is crucial in terms of the democratic theory. Previous research on the “program to policy linkage” finds that there are higher levels of pledge fulfillment than suggested by the conventional wisdom. However, all of these studies have been conducted in developed Western countries which have programmatic parties. In this chapter we test pledge fulfillment in a weakly institutionalized and highly clientelistic setting: Turkey. Our analysis presents mixed results, especially for the governing AKP.
