Introduction
While there are earlier historic examples of compensation, the link between disability and work has been formally acknowledged since the late nineteenth century when Bismarck introduced employers’ liability in 1871 in Prussia. This acknowledged that work was a potential risk of injury or illness and that employers had a responsibility to minimize workplace hazards and to compensate workers who acquired an injury through work. This approach remains in place in many developed and developing economies in the form of occupational health and safety (OH&S) legislation and regulation and workers’ compensation board (WBC) systems.
