Abstract
This chapter provides a summary of the major arguments and draws out the specific contributions the book has made. In particular, it looks at the role of emotion, salience, and policy entrepreneurship in the three case studies. It demonstrates how each of these elements plays a role and how each case is based on the distribution of political penalties and dreaded outcomes. In this chapter, I expand beyond shark bites and note how the framework presented can be used to analyze other types of highly emotional events and issues. In addition, the full (four-category) proposition of an emotion-policy framework is noted along with the implications for policy analysis.
