Abstract
The purpose of this paper is to present a conceptual framework for the integration of practical needs assessment techniques that can be used by State and local drug abuse agencies to determine the need for treatment and prevention services. The application of a mix of analytic techniques employing readily available data is emphasized, and the role of needs assessment in the overall planning cycle is examined. Finally the utility and integration of four different needs assessment techniques are discussed.
