Abstract
The possibility of further growth in the number of countries having overt nuclear weapons capability calls for reexamination of the role of security measures—often called “nuclear materials safeguards.” The effectiveness of safeguards in reducing proliferation risks depends on timely application of safeguards as well as the specific attributes of the national and international safeguards systems and procedures. Effectiveness also depends on which specific aspects of “proliferation” are actually amenable to effective international safeguards measures. The issue of proliferation of nuclear weapons and its relationship to nuclear energy use involves several basic topics:

In the context that “proliferation” encompasses at least four different aspects that may require distinct approaches and policies (see Chapter 11)

In the context of the regulatory process, by which the perceived risks to society are managed

In the context of the realistic options and objectives for a realistically attainable world nuclear control structure
