Abstract
It is important for the Government to take into account the views of the public in formulating its policy and in enacting legislation on tobacco control. In 1988, a public opinion survey was carried out for the Council on Smoking and Health. In 1993, another survey was carried out on the public’s opinions on further tobacco control measures, some of which were included in a consultation paper issued by the Government.
