Abstract
In Quebec, the act respecting the protection of non-smokers in specified public places (L.R.Q.P-38.01) entrusts municipalities with the responsability to regulate tobacco use in their enclosed establishments as well as in premises used for cultural, sports, legal or religious activities, child-care, centres and waiting rooms of private consulting offices of health professionals. In addition, the act authorises the banning of smoking in all other class of premises in its territory, and prescribes all other measures compatible with the present act. This study aims to measure the degree of enforcement of the act (accordance with the specified provisions of the act, recourse to the means to regulate and to prohibit in all other categories of public places) and to identify the factors which influence the degree of enforcement.
