Abstract
In order to manage health care, appropriate information systems have to be developed. The extension of insurance coverage to the majority of the population, the rapid growth in the number of physicians and hospital facilities, important progress in medical technologies and health care sciences have led to high and still rising costs. They reach 5 to 9% of the GDP in most European countries (OECD, 1990)
