Abstract
When the International Conference on Primary Care was held in Alma Ata, Soviet Union, in 1978 and the slogan, Health for all by the Year 2000 was coined, the WHO Collaborative Study on Strategies for Extending Mental Health Care in developing countries had already been in progress for three years (Climent and Plutchik 1980, Harding et al 1983). Mental health care was to be offered by primary health care workers in the areas of the pilot study, which were distributed in seven countries, among them two Latin American ones.
