Abstract
An open conspiracy has developed on both left and right to stigmatise the way in which welfare has been delivered in this country. In his commentary on a recent critical publication about the Citizen’s Charter, William Waldegrave congratulates his critics on getting one thing right, at least: correctly identifying the ‘problems caused by the way in which the welfare state has been structured throughout most — if not all of its life’ and ‘the remoteness and insensitivity of public service bureaucracies ... and the principle of uniformity which has been evident throughout the welfare state’ (Waldegrave, 1993a).
