Abstract
A rather optimistic social scientist might see the creation of the Broadcasting Standards Commission as an opportunity to exercise influence over government policy in an area of great everyday significance. After all, if such a body were appointed to oversee, say, standards of public health in the inner city, it would be reasonable to expect it to take careful note of the research findings of experts in the field. In addition, it might ask the experts to do original research into areas about which little was currently known.
