Abstract

The discussion, which was opened by Professor Robertson,2 ranged over a number of problems, several of which were to be subjects for more intensive debate in later sessions of the Conference.

The remarks by introductory speakers are somewhat abbreviated; those by other speakers are heavily abbreviated. The report on each session is not strictly chronological. Each discussion has been rearranged around the major issues raised. The names of speakers are italicized, but not the names of those to whom they have referred.
