Abstract
THE FOUR CHIEF European war leaders in World War II were Hitler, Churchill, Stalin, and Mussolini. As the governmental heads of their respective countries, they had the supreme direction of the armed forces, although only one of them had a military rank and title—Marshal Stalin. What were their qualifications for such supreme direction? How effective was their respective performance in exercising that directing power?
