Abstract
I am making my annual report to you in a period when world tensions are particularly acute. Like millions of other people, I have been following events in this United Nations building with deep and anxious concern over the past 12 months. I am aware, of course — as all of us are — that the political difficulties with which the United Nations is struggling are reflections in many cases of economic problems; no lasting political solutions can be expected until much more is done to remedy the economic ills which afflict so many countries.
