Politik im Kontext: Ist alle Politik lokale Politik?

Zusammenfassung

Die Gemeindepolitik gilt vielen als Keimzelle und Trainingsfeld der Demokratie.Die als Modellfälle betrachteten Gemeinden in den Neuenglandstaaten und in der Schweiz wiesen in der Tat jene Überschaubarkeit und soziale Homogenität auf, die es den Bürgern ermöglichte, zur Regelung der kommunalen Angelegenheiten auf dem Marktplatz oder in der Gemeindehalle zusammen zu kommen, eine politische Agenda aufzustellen, Argumente auszutauschen, einen Konsens in strittigen Fragen zu finden oder, falls erforderlich, sich in einer Abstimmung mit Mehrheit für eine der debattierten Alternativen zu entscheiden. Es ist also leicht nachvollziehbar, wenn die Beteiligung an der Gemeindepolitik als Modell partizipativen Lernens angesehen wird.
